How many times have patients shown their gratitude for your
chiropractic care with a something special? Cookies, cakes, pies and even lunch are common
tokens of appreciation from patients. Many Doctors of chiropractor have
miniature chiropractors adorning plaques, business card holders, art and
trinkets in their office, gifts from grateful patients. A few DCs also have
signed pictures from notable actors, athletes and dignitaries lining the walls
of their chiropractic clinic for bragging rights. Only one Chiropractor has
the unique gift of a 2012 signed Teen Choice Award surfboard from Kim Kardashian, Chiropractor Stephen Jochen.
The celebrity news sites have been abuzz about Kim Kardashian’s
pregnancy and interesting show of appreciation for her Chiropractor. After a home chiropractic visit on March 7th at Kim Kardashian’s not so humble abode Dr.
Stephen Jochen of Jochen Chiropractic and Wellness caught the eye of pavarattzi loading a
surfboard into the trunk of his car. The surfboard was the 2012 Teen Choice
Award Kim won for her realty tv show Keeping Up With the Kardashians
as the favorite female reality star. She inscribed “"Dr. Jochen,
don't know how I would survive without you! xo, Kim Kardashian”.
Dr. Jochen's practice is not stranger to celebrities, located
in Beverly Hills California since 1995. His social media accounts are littered
with signed headshots of many famous peope including: Gisselle, Leonardo

Chiropractor Mark Cereceda’s political antics finally caught up with him. Dr. Mark Cereceda was arrested on Friday February 22nd in Hialeah FL for orchestrating illegal campaign contributions to numerous Florida State elected officials. Charges were filed against Dr. Mark Cereceda, his office Florida Wellness & Rehabilitation Center , and his brother.
The alleged crime involved Dr. Mark Cereceda asking over 30 of his employees in his 6 Chiropractic Clinics to contribute to various political campaigns throughout the state, and then he would reimburse their contributions. Florida law allows an individual or company to only donate $500 per candidate. According to the arrest warrant Dr. Cereceda is believed to have donated over $25,000 to various candidates over the past 2 years. The recipients include Florida Senate President Don Gaetz and State Senator Joe Negron investigators reported that the candidates were not aware that the contributions were illegal. Mark Cereceda DC has been charged with one felony and one misdemeanor relating to illegal contributions.
This is not Dr. Mark Cereceda first time in the press over questionable political dealing. In May of 2007 Dr. Cereceda’s mother Nora Cereceda purchased a home from Marco Rubio, at the time Speaker of the Florida House of Representatives, coinciding with a state congressional debate over the renewal of the PIP insurance laws in Florida. Shortly after the sale and some political negotiations Rubio changed his mind and supported the bill. The sale price of the home reflected comparable home sales in the area according to public records. At the time Dr. Cecrceda had been heavily lobbying for passage of the Florida’s no-fault PIP legislation.
Last year another storm brewed around Dr. Mark Cereceda, a County Judge and his corporation Florida Wellness & Rehabilitation Center. Dr. Cereceda’s accountant sent the Florida Division of Corporations documents dissolving his corporation prematurely before he reincorporated. A Miami-Dade County Court Judge, Ana Maria Pando, wrote a letter on her official Judicial stationary to the Director of Corporations in Florida asking the agency to reinstate the Dr. Cereceda’s corporation Florida Wellness. At the time Judge Ana Maria Pando had numerous PIP suits cases before her in which Dr. Mark Cereceda was the plaintiff. (PIP suits result when providers seek payment of personal injury claims that were not paid by the insurance carrier.) Florida State documents indicated the corporation was reactivated by a "court order". Dr. Cereceda’s corporations shortly after the reinstatement contributed over $2,500 to Judge Pando’s re-election campaign.
Numerous attorneys charged Judge Pando with violating the Code of Judicial Conduct and the Florida Judicial Qualifications Commission accused Judge Pando of not reporting a financial gift from Dr. Mark Cereceda. Earlier this year the Florida Judicial Qualifications Commission dropped all charges against Judge Ana Maria Pando following her promise never to seek a judgeship again.
Dr. Cereceda, a 1993 Life University Doctor of Chiropractic graduate, owns 6 personal injury clinics in Miami Dade county Florida.

According the Colorado Board of Chiropractic Examiner's website -The Colorado Board of Chiropractic Examiners voted unanimously to adopt an emergency rule to repeal the amendment to Rule 7(C) regarding injectables that the Board adopted on November 15, 2012. This emergency rule is effective January 24, 2013.
The Board is believed to have initiated the removal of the 7c rule rather than face a vote by the Colorado legislature after the Colorado Legislature’s Committee on Legal Services voted to repeal the rule 3 weeks ago. Sources in Colorado mentioned that a rewritten rule might surface in the near future redefining the areas targeted by the medical and chiropractic groups lobbying against the injectable measure.
In previous
meetings prior to the controversial Rule 7c of the Nutritional Remedial Measures the Colorado Board of Chiropractic
Examiners has stated that Chiropractors in Colorado may inject. So with the
repeal of 7c rather than a no vote in theory a Chiropractor could continue to
inject and would not be breaking the law. 7c not only interpreted administer to
include injecting nutrients for Chiropractors, but also mandated training and certification.
So for now
Colorado’s Chiropractors can administer nutrients, whether that includes
injecting is a matter of opinion. A rule allowing it will have to wait.

The Colorado Legislature’s Committee on Legal Services voted 8-0 on January 8th to repeal the Colorado Board of Chiropractic Examiners recently approved Rule 7c allowing Chiropractors to provide injectable nutrients. During the next congressional session the Colorado Legislature will have the final vote on the legality of new change to the Colorado Chiropractor’s scope of practice.
It all started in November of 2012 when the Colorado Board of Chiropractic Examiners added Rule 7c to the Nutritional Remedial Measures. The Nutritional Remedial Measures allows Chiropractors in Colorado to administer vitamins, homeopathic, other similar compound and non-prescription drugs. The Colorado Board interrupted administer to include by injection and described the qualifications a Doctor of Chiropractic would need to provide injections in Rule 7c.
Nutritional Remedial
Measures: 12-33-102(1), C.R.S., means that a Doctor of Chiropractic may
administer, prescribe, recommend, compound,
sell and distribute homeopathic and botanical medicines, vitamins, minerals,
phytonutrients, antioxidants, enzymes, glandular extracts, non-prescription
drugs, durable and non-durable medical goods and devices.
7 (c) All Chiropractors that choose to administer
homeopathic and botanical medicines, vitamins, and minerals, phytonutrients,
antioxidants, enzymes and glandular extracts by means of injectable procedures
shall be certified by the Board. Applications for certification in lnjectables
shall be made in a manner approved by the Board. Certification in lnjectables
by the State Board of Chiropractic Examiners may be obtained by complying with the following:
- Successfully complete a minimum of a combined total of 24 hours of theoretical study and supervised clinical instruction obtained from a college of chiropractic approved by the Council on Chiropractic Education (CCE) or the equivalent hours of study and clinical supervision obtained from an instructor recognized by the postgraduate facility of a Chiropractic institution or approved by CCE to teach this course and
- Passing a nationally recognized Injectable certification examination recognized by a CCE accredited Chiropractic college."
Following the 7c rule addition the International Association of Chiropractors (ICA), the Colorado Medical Association and various other medical groups started a letter writing campaign opposing the new rule 7c to the Colorado Attorney General. The ICA letter contained "... ICA recommends that you heed the call from our members in your state to reject Rule 7 C. as adopted by the Colorado Board of Chiropractic Examiners," according to their December 11, 2012 Facebook post. The ICA lists 57 Colorado Chiropractors as member on their website. The State of Colorado has over 2,500 practicing Chiropractors.
In December of last year the Colorado Attorney General’s office issued an opinion that the changes to Rule 7c exceed the legislative scope of authority granted to the Board of Chiropractic Examiners. The basis for the decision is believed to be the Colorado Administrative Procedures Act governs all of Colorado’s Boards, including the Chiropractic Board. The Act states, "No rule shall be issued except within the power delegated to the agency and as authorized by law... any rule or amendment to an existing rule issued by any agency ... which conflicts with a statute shall be void." The Attorney General of Colorado’s opinion does not void the new rule.
Following the Attorney General’s opinion the Colorado Board of Chiropractic Examiners board filed an emergency rule to delay the implementation of 7c from January 2013 until April 30th 2013, to allow the legislature to consider.
The Colorado Medical Society along and a dozen other Colorado medical and osteopathic associations filed a lawsuit in Colorado state district court also in December to halt the implementation of 7c. The Colorado Medical Society’s Attorney Susan Koontz, J.D commented that the group would not withdraw the lawsuit until the matter is settled completely by the Colorado Legislature.
Prior to the Colorado Legislature’s Committee on Legal Services vote against Rule 7c a public hearing resonated with dissenting speeches from the Colorado Medical Society’s President and Lawyer, along with Chiropractor Dr. Ken Spresser.
Dr. Ken Spresser, a former board member of the Colorado Chiropractic Association and former Colorado ACA delegate, stated during the hearings, "Chiropractors do not have the appropriate training to administer drugs by injection," and ended with "... this small interest group and the Board of Chiropractic Examiners only want to make more money by exceeding their statutory boundaries.”
In 1997 during an earlier attempt to pass similar legislation in Colorado Dr. Spesser in a legislative hearing presented a statement from various National Chiropractic Associations stating ‘"Chiropractic has been a drug-free profession since its inception 102 years ago, and we'd like to keep it that way."
The American Chiropractic Association has not released a statement regarding the rule change and when questioned stated that this is a state issue.
While Colorado’s Chiropractors injectable fate will hang in the balance until the next legislative session a few other stated have already expanded their scope of Chiropractic. In Oklahoma Chiropractors can provide IV chelation and prolotherapy. New Mexico last year passed a bill with similar language to 7c, creating an Advanced Practitioner Chiropractor with 90 hours of specific Chiropractic Continuing Education. Chiropractors in Oregon can prescribe various substances, provide minor surgery and participate in midwifery with advanced training. Last fall Arizona started the process of seeking approval for an Advanced Practice Chiropractic Certification including injectables.

Chiropractors
are among the approved providers that qualify to administer physical exams for
commercial drivers and now have the opportunity to become Certified Medical
Examiners (CME). Chiropractors
are adding DOT Medical Examiner to expand their list of services, provide a
potential new patient base, and diversify their revenue stream.
The US Department
of Transportation’s Federal Motor Carrier Safety Administration (FMSCA) passed
regulations last year for Chiropractors and other providers that will require
them to become Certified Medical Examiners by May 2014 in order to perform
physical exams for commercial drivers.
To help facilitate this the FMSCA created a National Registry of
Certified Medical Examiners that went live at the end of last year. Currently
only a handful of providers are registered.
Tow truck,
tractor trailer, and bus drivers are required to obtain a medical evaluation every
2 years, or less if certain health issues exist to maintain a commercial
drivers license (CDL). The Federal Motor Carrier Safety Administration (FMCSA) estimates
they will need 40,000 Certified Medical Examiners to provide physical exams for
the current 4 million commercial drivers. Plus the new federal guidelines will
require the 7 million inactive commercial drivers to have a current exam.
Presently the only requirements for any DC, MD, DO ARNP or PA to qualify to provide a physical exam for a commercial driver’s license is a state license and a clear understanding of the rules and regulations of the FMCSA. The new regulations require providers to take an approved seminar, pass a certification exam and register with the National Registry.
Steps to take:
1. Register with the National Registry System and receive a unique identifier.
Signing up as a Certified Medical Examiner should not be taken lightly. The Federal Motor Carrier Safety Administration Guidelines outline the regulations for various health conditions and certain physical requirements that must be maintained to hold a commercial driver’s license. CMEs must agree to keep their accounts with the National Registry current, transmit CMV driver exams performed at least monthly to the FMCSA via the National Registry system and commit to continued training.
2. Complete a
PACE Certified DOT
Medical Examiner Continuing Education Course.
Pro Health
Seminars offers weekend chiropractic continuing education seminars accredited
through NUHS that meet the FMCSA National Registry of Certified Medical
Examiners (NRCME) guidelines and prepares Chiropractors for the exam.
The ACA in
connection with Western States Chiropractic College offers live Chiropractic Seminars and
online courses for Chiropractors are available from Team CME and NCRME Training Systems.
3. Take the Medical Examiner
Certification Test.
The FMCSA has
approved PSI Services
to administer the Certified Medical Examiner Test at their testing facilities
located in most major metropolitan areas across the US. The cost for the exam
is $79.00
4. Continuing Education is required every five years and recertifying by passing the Medical Examiner Certification Test every 10 years
The
FMSCA also offers an administrative assistant registration, that will be
created soon, to insure that all documentation is properly logged and up to
date. They will receive a login and instruction on how to transmit the exam
information and update contact information.

Chiropractic Legend Dr. Sid Williams died Thursday morning December 27 due to complications from pneumonia.
Dr. Sid Williams was born in Rome Georgia on March 18 1928. His early life met with much athletic success, landing the young Sid a football scholarship to Georgia Tech. An injury on the field that medical doctors failed to fix led the acclaimed athlete to a chiropractor and served as a catalyst to his monumental career.
After finishing a bachelor's of science degree in industrial management from the Georgia Tech, Palmer School of Chiropractic in Davenport Iowa became his next stop with college sweetheart and new bride Nell Williams. Dr. Sid Williams and Dr. Nell Williams graduated from chiropractic college in 1956, with diplomas in hand they returned to Austell Georgia to open a chiropractic practice. Their success turned into 19 chiropractic clinics covering the southeastern United States.
1964 marked Dr. Sid Williams assent to stardom in the Chiropractic profession with the start of the Dynamic Essentials. Dynamic Essentials or DE as it later became known, offered chiropractic motivational seminars that drew DCs from around the country and Canada. Chiropractors, staff and their families alike listened to the principled lectures of chiropractic and learning how to spread the word of a growing profession.
The success of DE and the related chiropractic business aided Dr. Sid and Nell Williams in creating the Life Foundation in 1965. Originally structured as a nonprofit chiropractic organization dedicated to the purpose of service, education and research. Early projects included a newspaper with chiropractic patient success stories distributed by chiropractors to their patients. Having sites on educating the world about chiropractic The Life Foundation created a public service announcement featuring Robert Goulet, published brochures, and built the a mobile chiropractic clinic that toured the country called the Health Mobile.
From the success and visibility of their other projects Dr. Sid Williams along with his wife Dr. Nell Williams founded Life Chiropractic College in 1974. The first class of twenty-two students taught by 3 faculty members started in 1975 in rented trailers in Marietta Georgia. Over the next 20 years under his leadership Life Chiropractic College became Life University and grew into the largest chiropractic college with an expansive 100 acre campus and more than 3,500 students at its peak.
After years of empowering the profession Dr. Sid Williams was elected the president of the International Chiropractic Association (ICA) in 1982 and that same year reached an agreement with the struggling Pacific States Chiropractic College to establish Life West in California.
Dr. Sid Williams retired from Life University in 2003 continuing to his spread his vision of Chiropractic until his death at the age of 84.
Visitation is set for from 2 to 4 p.m. on Saturday and Funeral
services will be held at 2 p.m. on Sunday, at Mayes Ward-Dobbins, located at

The Functional Integrated Therapy Institute, FIT Institute for short, offers Chiropractic Continuing Education Seminars in Canada and the US. Their mission is to help Chiropractic Physicians improve the management of painful musculoskeletal conditions and sports injuries through practical and applied training programs. They strive to help Chiropractors understand and develop the skills required to treat the real causes of their patients’ problems. The FIT Institute offers a variety of Chiropractic Seminars: Fascial Abrasion Technique (fascial instrumentation), Synergy Performance Taping (kinesiology taping), and Functional Integrated Needling (dry needling).
Facial Abrasion Technique (F.A.T.) tool is a specially designed instrument used to both identify and to treat areas of fascial restriction. The contoured shape of the instrument allows clinicians to use the tool to scan the body and locate the presence of fascial restrictions. The same instrument is then used to apply precise pressure to reduce fascial tension.
Synegry Performance Taping will educate Chiropractors to assess their patients for muscle imbalances and learn how to apply Performance Tape using the Performance Taping method, to normalize nervous system activity, balance muscle activation and improve quality of movement for associated exercises.
Functional
Integrated Needling is a biomedical

Chiropractic’s introduction to India came a mere 6 years ago. Currently the country of over a billion potential patients contains only seven chiropractic clinics. To help fill the void with qualified Doctors of Chiropractic the Indian Association of Chiropractic Doctors has established a partnership with D'Youville College’s Chiropractic Program.
The
idea for the partnership came when IACD President Dr. Amit (Jimmy)
Nanda, who lives on Toronto Canada, noticed television ads for D’youville’s
Doctorate of Chiropractic program across the border in Buffalo New York. The Indian Association of Chiropractic Doctors
(IACD) intends to refer interested future Indian Chiropractors to D’Youville so
they can return home to India to open Chiropractic practices.
In
February a two-week trip has been planned to New Dehli, Mumbai and
Hyderabad India including Ron Dannecker the director international
admissions and marketing from
the D’youville College and other recruiters from the college, accompanied by members of the Indian Association of Chiropractic Doctors.
"We're going to talk to medical students and professors in
prominent positions to introduce the chiropractic profession," Dannecker
said.
The Indian
Association of Chiropractic Doctors launched in 2006 by Dr. Amit
(Jimmy) Nanda, a 2003 Life
Chiropractic College West Graduate. With the help of Dr. Ricky S. Rana also an
Indo-Canadian Chiropractor they chartered the organization with the World Federation
of Chiropractic (WFC). Their members, Canadian, American and Australian
Chiropractors of Indian descent, are currently working on national legislation
that has been submitted to the government of India for approval to regulate
Chiropractic as a profession.
D’Youville started its multidisciplinary chiropractic program in
2004 and today enrolls less than 100 Chiropractic students. The liberal arts
college’s Doctor of Chiropractic (DC) program integrates the natural and social
sciences with practice experience in a team-based setting. The four-year
professional program prepares doctors of chiropractic as primary healthcare
professionals capable of responding to the changing demands of society in an
ever-evolving, integrative healthcare system.

This should be the last story about Chiropractor Joseph Wagner’s fraudulent behavior, his sentencing this week included 188 months in federal prison and almost $2 million in restitution. U.S. District Judge G. Kendall Sharp handed down the sentence claiming Dr. Wagner had relegated the trust he had as a chiropractor, and now taxpayers will have to pay the price for his fraud.
The Dayton Beach Chiropractor
was arrested, pled guilty and was convicted of illegally prescribing controlled
substances and healthcare fraud. According to court records Dr. Joseph Wagner
had written narcotic prescriptions for 12 patients that overdosed while under
his care, one patient had to be hospitalized for a seizure due to Xanax withdrawal.
"I am truly, truly sorry for injuring people,"
Dr. Wagner said while weeping at his sentencing hearing. His attorney argued Chiropractor
Joseph Wagner had a legitimate chiropractic office for many years prior to the insurance
prescription and Medicare fraud.

Logan College of Chiropractic University Programs has been awarded a Standard Process competitive research grant totaling $700,000. The recipient of the two-year grant is Cheryl Hawk, DC, PhD, CHES, CWP, FICC, Logan’s director of clinical research. Her research project is entitled “Chiropractic Care and a Specific Regimen of Nutritional Supplementation for Patients with Acute Ankle Sprain: a Multisite Randomized Controlled Trial.” This is the first research grant awarded by Standard Process Inc and was announced during the Congress of Chiropractic State Association’s gala event held in Atlanta Georgia.
The goal of the randomized placebo-controlled trial is to understand the role of nutrition in supporting chiropractic care of the musculoskeletal system. The study will compare the short- and long-term effect of chiropractic care combined with a specific nutritional supplement regimen to chiropractic care with a placebo supplement for patients with ankle sprains, in terms of improvement in physical function and pain. The trial will follow a sample patient population treated at: Logan Chiropractic Health Centers; Performance Health Care in St. Louis Mo, and Sport and Spine Rehab, Washington D.C., a group of seven chiropractic clinics.
Thirteen pre-proposals were received and seven institutions were invited to submit full proposals following Standard Process’ research grant announcement during the Association of Chiropractic Colleges and Research Agenda Conference annual meeting held this past March.
“The level of quality of proposals was very high,” said David Barnes, Ph.D., director of research and development for Standard Process. “We were excited about the research capacity of the chiropractic profession and this is our way of supporting it.” An external group of reviewers with many years of experience in clinical and outcomes research evaluated and ranked the final proposals.
In addition to Dr. Hawk, who is the principal investigator, research team coinvestigators include: Weiwen Chai, MS, PhD, director of Logan’s Nutrition and Human Performance MS program; Dennis Enix, DC, MBA, Logan associate professor; Harrison Ndetan, MSc, MPH, DrPH, associate professor at Parker University; Laney Nelson, DC, DACBSP, director of Logan’s sports and rehabilitation center; Jay Greenstein, DC, CCSP; Clint Daniels, DC, MS; and project coordinator Michelle Anderson.
“We are extremely proud of Dr. Hawk’s accomplishment is competing for and securing this major research grant. She has assembled a strong collaborative team to conduct this study,” said George A. Goodman, DC, FICC, Logan president. “Being selected for this research is a major accomplishment for Logan and builds on the strength of our study of nutrition and our Master of Science degree in Nutrition and Human Performance.”
Dr. Hawk has 35 years of experience in chiropractic and nearly 20 years in clinical research, including 26 clinical studies and more than 90 articles in peer-reviewed journals. She serves as the Chair of the Scientific Commission of the Council on Chiropractic Guidelines and Practice Parameters (CCGPP), as well as the Team Lead for non-musculoskeletal conditions, health promotion and special populations. In 2010, CCGPP named her the “Person of the Year” and The Integrator named her as one of Top 10 People in Integrative Medicine/Integrated Health Care.” In that same year, she added the Certified Wellness Practitioner certification from the National Wellness Institute to her credentials. She has been named “Researcher of the Year” by both the American Chiropractic Association (2003) and the Foundation for Chiropractic Education and Research Certified Health Education Specialist (CHES). She received her Doctor of Chiropractic degree in 1976 from the National University of Health Sciences and practiced full-time for 12 years.

Palmer Chiropractic College’s former alumni association, The Chiropractic International Chiropractic Alumni Association (TICAA), lost a court battle this month and is required to pay an estimated $1 million dollars to Palmer College of Chiropractic. The International Chiropractic Alumni Association is no longer associated with Palmer.
The battled started in 2004 when the TICCA formerly known as Palmer College of Chiropractic International Alumni Association (PCCIAA) sought a change in their position on the Boards of Trustees at Palmer. They wanted to change their ex-officio seat on the board to a full voting seat. Under the direction of Palmer Board Chair Vickie Palmer negotiations started over the seat on the board and the organizations desire only to fund the Palmer Davenport Campus. Negations broke down and the college asked for PCCIAA to no longer represent the college and turn over all funds after emails were sent criticizing the Board CEO/COO Larry Patten’s spending.
Iowa's Seventh Judicial District ruled in December of 2006 in a lawsuit brought Palmer College of Chiropractic Board of Trustees against Palmer College of Chiropractic International Alumni Association. The judge ruled in favor of PICAA regarding the funds claiming the group had not misused the funds and they would use them in the same manner as the college, to support the chiropractic college and chiropractic student scholarships.
The judge ruled in favor of Palmer College of Chiropractic “The Court thereby finds the Respondent Palmer College of Chiropractic International Alumni Association in contempt of Court in connection with its continued use of the acronym 'PCCIAA' in violation of the supplemental ruling of the Court filed on January 30, 2006." Plus PCCIAA was fined $500 for continued use of Palmer’s name.
Following the ruling Palmer College of Chiropractic International Alumni Association changed its name to The Chiropractic International Alumni Association (TCIAA) and then a few years later reincorporated to The International Chiropractic Alumni Association (TICAA) in Illinois. The current legal battle started in 2009 on behalf of Palmer College of Chiropractic and 60 DC former members of TCIAA were seeking dissolution of the organization, an accounting of the organization’s finances, and damages. Claims were made that the new corporation in Illinois left the former TCIAA a shell corporation without the consent of the membership.
Scott County Iowa District Judge Marlita Greve ruled, “for the purpose of merging the old corporation with it so that they could change their corporate domicile and avoid lawsuits, ” regarding the new TICAA in IL. She also ruled that the merger and transfer of money was improper because the membership of the organization was not given an opportunity to vote on the changes.
The court ruled that The International Chiropractic Alumni Association should be dissolved and gave them 30 days to turn over the assets that used to belong to TCIAA to Palmer. “The money should go to Palmer because it was the intended beneficiary of the funds to begin with,” Judge Greve.
Palmer College of Chiropractic Board of Trustee president Dr. Trevor Ireland stated they will use the funds for scholarships for Chiropractic students at the Davenport campus and is willing to attribute the fund raising to the organization.
TICAA is fighting the ruling. Their attorney Patrick Roby said he was filing a motion asking the judge to reconsider her decision. He declined any further comment.
According to their website The International Chiropractic Alumni Association TICAA strives to: enhance the public perception our alma mater the “Chiropractic College On the Hill”, increase the value of our Chiropractic degrees, attract more prospective students to Palmer College of Chiropractic in Davenport Iowa, prepare chiropractic students for future success, enhance the success of our fellow Palmer alumni, create a self-perpetuating organization.

Thursday November 15th marked an interesting day
on the campus of Life University and it just may be an historical day for the Chiropractic
profession. The guest speaker for the
student assembly was Dr. Keith Overland President of the ACA.
Why is this possibly historic? For Chiropractors educated at
institutions outside of Life or a principled chiropractic college having the
speaker of the American Chiropractic Association is unheard of. Dr. Overland
has spoken at many Chiropractic Colleges. In October he made a presentation at
National University of Health Sciences, but never Life. According to the ACA
Dr. Keith Overland was the first American Chiropractic Association President to
publicly speak at Life University.
Ask a Chiropractor that graduated from Life about going to
assemblies and they will recollect a memorable story. The entire campus comes
together throughout each semester for these assemblies. As part of the Doctorate of Chiropractic educational curriculum
these attendance required gatherings date back to the beginning of Life and the
founder Dr. Sid Williams. Legendary Principled Chiropractors Reggie Gold and
Fred Barge have previously graced the Life assembly stage motivating and inspiring
the future of chiropractic, but never arousing this much attention.
Campus was a buzz for a week before the assembly according
to students at Life. The University even sent
an email to students from President Dr. Guy Riekeman personally reminding them
to be "respectful and open to discussion". Philosophy Club and student ICA members
started a public discussion on Facebook, calling for a protest before the
assembly.
According to campus reports around 40 students
held signs and were adorned with t-shirts pronouncing their ’straight values’.
Signs included: Remove subluxation from people not Chiropractic, Drugs and
Surgery are not the Future, Keep Chiropractic in our Hands. Walking past the
crowd before entering the assembly the ACA President conversed with the
protesters professing his commitment to the Chiropractic profession.
Dr. Overland’s lecture covered numerous topics from
healthcare reform to the personal discrimination he has faced as a Doctor of
Chiropractic. He also mentioned the recent Chiro Summit meeting, discriminatory
language of the Family and Medical Leave Act, chiropractic in the VA hospitals and
the future of the Chiropractic profession. The American Chiropractic
Association President concluded his speech with a quote by hockey great Wayne
Gretzky "Skate to where the puck is going to be, not where it has
been."
Following the lecture a five students were chosen by the
administration to ask a few questions of Dr. Overland. Most of the questions
asked pertained to the ACA’s stance on chiropractors acquiring prescribing
rights and American Chiropractic Associatin’s support of the changes with the
CCE (Council for Chiropractic Education). He stated that the ACA fully supports
the CCE considering there role as the federally approved agency that accredits
chiropractic education, even though they might disagree on certain
issues. He also maintains the ACA has a drug-free position.
Rumbling on campus after the assembly rang even loader, louder
than Sid’s key hitting the floor. (Inside joke to Life Grads). Life University
the following day posted on Facebook:
ChiropracTIC looks like a cap locks problem to some, but for
many DCs it symbolizes a philosophy and mentality very different from the
principles of the American Chiropractic Association. Life University founded in
the 1970 by Chiropractor Sid Williams boasts a vitalistic mission rooted in the
original teachings of DD & BJ Palmer.
One assembly at one Chiropractic University has caused a
stir within the profession and a rare glimpse of divergent viewpoints coming
together to expand the education of future Chiropractors. In the lecture Dr. Keith
Overland, DC poignantly said "Our profession is too small to remain
divided, and that in fact there is high agreement on about 95 percent of issues
confronting us.”
CE Cruncher strives to remain neutral in the politics of
Chiropractic, serving the profession as a resource for Chiropractic Continuing Education, news and information. We
strive to communicate both sides of issues impacting all Chiropractors from an
unbiased viewpoint. Let us know what you think in the comments, but please
remain respectful.
Special thanks to future Chiropractors Gabriel Busquets and Mike Moratto for their help with this story.

Edwin Cordero DC is a 1993 graduate of Life University’s College of Chiropractic. After graduation Dr. Cordero returned to his native Puerto Rico for a year to practice, but moved a year later to Boynton Beach FL and established Cordero Chiropractic. This is a tale of 2 chiropractors practicing in Florida and
the consequences of their actions. Both Chiropractors were approached with
similar scenarios: A non-doctor asked them to register a chiropractic clinic in
their name with the intention of circumventing Florida law to treat personal
injury patients. A clinic can obtain a certification of exemption if it is
owned by a physician, some facilities have had an illegal “straw” physician registered
as the owner to circumvent the rigorous certification process.
Chiropractor Dr. Lisa Adams agreed to put her name on
corporate documents of Ovy Rehabilitation Medical Center Inc in West Palm Beach
Florida and Chiropractic Office of South Florida LLC in Palm Springs Florida.
Dr. Adams’s ownership was in name only. She received a paycheck from the
corporations, but had no control of the finances or business dealings.
According to court documents Dr. Adams a 1998 Life
University graduate, stated she was not aware of the staged accidents that were
the source of her patients initially.
The scheme perpetuated by the true owners involved paying individuals to
stage accidents, then report to the clinics with a list of symptoms that they
were coached to provide. Various accusation were made in court documents
including: having patients sign bills for numerous dates of service when
treatment was not rendered, upcoding exams and billing for more services than
provided.
A
joint task force from the State of Florida, the FBI and the IRS arrested 10
other individuals including the clinic owners from Palm Beach County along with
Dr. Adams in June. This week in Federal Court Chiropractic Physician Jennifer
Adams pled guilty to one count
of conspiracy to commit mail fraud.
Dr. Adams did profess in the court records that she was aware of the fraud, but not at first. As a result she may be required to pay restitution of up to $250,000 to the court and 1.9 million to the 10 insurance companies that she defrauded. 1.9 million is the amount billed under her name after she was aware of the fraud.
Dr. Jennifer Adams will be sentenced in the future in federal court. She faces a maximum term of 20 years in prison, to be followed by a term of supervised release of not more than three years.
The second Chiropractor’s name in this story has not been
release so let’s call him Dr. B Dr. B contacted authorities right after he was
approached with the same situation in Sarasota Florida. For months he aided the Florida Department of Financial
Services’ Division of Insurance Fraud by applying for a clinic exemption for
Garden Relief Center, LLC on the behalf of Nerber A. Iglesias.
The
clinic submitted almost $40,000 in fraudulent insurance claims to 6 separate insurance
companies. Also while working under the direction of law enforcement Dr. B was
approached by Michael Borkowski, owner of a local collision repair shop, to
provide patients for a fee. Both men were arrested last week and charged with
personal injury protection fraud.
What is the moral of the story? Know the laws in the state where
you practice, it is your responsibility. If someone approaches you with a
business proposal make sure it is legal, don’t hesitate to contact an attorney.
Most states require chiropractor to report illegal activity, so do it.
As a physician you have an ethical and legal obligation for the services/care that you provide. Dr. B is left looking for a new job and Dr. Jennifer Adams is looking at prison. Not just prison, but restitution for possibly millions of dollars for funds that she never controlled.
